I have recently switched service providers from public to Rogers. My account with public is supposedly closed but the Sim card and old phone number are still working. How can I get my old account number with public to transfer my phone number

I did not port out my old number but want to. The account isn't closed as I'm using my old Sim card from PM

Your new carrier (Rogers) is responsible for providing all suport for this number port. While carriers do prefer that customers use the account number when requesting a number port, it isn't absolutely necessary. Using IMEI does work.

If you ported out your number to another provider your account is closed and you cannot gain access to it anymore. Log in will not work.
if your PM SIM works then account is not closed. Old number if ported will of course work with new SIM (another provider).
Something is missing here. Some more info is needed. Did you port or not?
And if you cannot access your account open a ticket and ask agent for assistance.
