I'm sorry if this message is going out twice! I can't find my original message, so something might've happened to it.
I attempted to transfer my number from Public Mobile to Freedom Mobile. I received an SMS from Public Mobile to validate the transfer, and then replied "Yes" within 90 minutes. 3 Hours later, after talking to Freedom Mobile, I am told that the process failed due to an issue regarding the SMS.
Freedom Mobile suggested I contact Public Mobile, have them reactivate my line, and then restart the porting process. Is this possible? What are my other options?

Your PM account needs to be active before the port can be completed. If your PM account is suspended, the port will fail.

You will need to contact Freedom again and have them contact PM to resend the confirmation text again. It is done between carriers to avoid any SIM swapping.
