Why am I paying for self service when I didn't order it? I have been paying extra for almost ten years.
How do I cancel it? And will I get a refund?

Self serve is the name of the website or application used when you log in to manage your account. It's included with every plan, not something you're charged extra for.
You should log into self serve to change your plan if you haven't in a while, prices have come down over time and there may be something cheaper available.

@AnnBodley-Scott do you have access to the online web or the App for My Account to view the billing? If so sign into Your Account and review the Payment history.
Are you saying that you don't have phone Service with Public Mobile? Is it being charged to your credit or debit card monthly? Did you pull those credit card or debit card transactions?
This has been going on for 10 years? And you now noticed? Usually you have 30 days to question unrecognized transactions.
