I think I have misinterpreted your question.

@chukdefatey is right about BlackBerry Internet Service (BIS).

BIS is not supported by Public Mobile. However, you can use your BlackBerry mobile with Public Mobile.

@samgabbay, Public Mobile doe 'NOT' support BlS. Public Mobile however supports BB10 Devices because these Devices do not Require BIS services in order to operate.

If your BlackBerry support BB10 OS and was purchased from a Canadian carriers (Telus, Bell, Rogers, Videotron, Virgin, Koodo) then YES, you will receive OS update.
