Does weak signal increase the data usage, because the tower may need to re-send the data if you having a weak signal and it failing to reach for your device for some reason.

From a fairness perspective, TCP retransmission should not count as additional data usage. But I'm not sure how practical that is, and what the policies of Canadian operators is.
They may count every packet as usage, even retransmissions.

If strtictly talking about data usage, if lose connection technically it will use very little more. However that's so little, even back in old days it still doesnt matter. it is bits/bytes.

I would doubt it. When I was with Wind, getting a good data connection was very difficult. My usage didn't look like it was double or triple counted.
