Nothing else on internet is working on mobile? If so, use the APNs that @GinYVR just gave you. On some phones, you have to set the APN type to default for data to work. I hope the phone isn't running Android 8.1 because of of those don't let you add APN. If other stuff works on your data connection, this isn't an APN problem but a problem with the Siganl Messenger app.
