I just got a new Public Mobile SIM, but I can't text and only outgoing calls (sometimes).

Turns out Public mobile gave me a phone number by mistake that someone else already had. New number-problem fixed.

Your phone will require VoLTE for receiving and making calls.
Enter the IMEI of your phone to see if it is VoLTE compatible and information about VoLTE with the 3G shutdown.

Your phone maybe too old to be compatible.

Reset the Network setting on your phone and reboot your phone to see if that works.
