@Anonymous bingo. @ShahidaS this is why I was asking if you are on the $10 plan. It sounds like you have used up your minutes. You can check by signing into your self serve account. On the Overview page (the one you land on after signing in), in the lower half, if you see your minutes used showing as something like 34 / 50, then you have not used up your minutes. If you don't see it listed at all, then you have used them all. If you've used them all, you can purchase either the $8 200 min Long Distance add-on, or the $15 400 min Long Distance add-on keep making and receiving calls.

@ShahidaS That message is sometimes generated erroneously. Try adding a 1 or +1 in front of the number, that often lets you bypass it.
@SD08 I think that message you're talking about is a bit different, it's along the lines of that the call may cost you long distance charges. A bit different.
Ah, okay. I was thinking the situation of not being able to call a number covered within the calling plan was similar, but I couldn't remember the wording of the message where the +1 applied. Thanks for clarifying that.

$10 plan. Its not a new activation. Im not trying to make a long distance call. I tried adding 1 n +1... doesnt work...

Try going into your account, reporting your phone as lost/stolen, log out, wait 10 minutes, log back in and report it found.

@ShahidaS, have you dialed the same number before without any problem? Is this a new activation? Even after you get the message, does the call go through?
