Hello PM Community;
If I want to set up a 2nd phone account, do I have to create a 2nd Self Serve Login Account or can I add the 2nd phone under the same Login Account. If I can have 2 phone accounts under the same login account, how do I do that?

No, the loggins are one phone number per email address. But you can create another email address on sign up with a different number and use the same credit card.

You cannot do it.
One login = one account = one phone number.
They will in general suggest you to do a ".number" suffix in your email.
Say, you have
firstname.lastname@gmail.com
then register another email as firstname.lastname.2@gmail.com
firstname.lastname.3@gmail.com...so on and so forth.
