As the customer isn't able to make outgoing phone calls, this wouldn't be a number porting issue.

Trying rebooting your device, resetting Network connections, removing SIM and then re install 

 

Does your texting in and out, and data work?

 

If they do, and you can't get the calling resolved, contact the customer support agents.
