I activated my new account/Sim Card then I inserted my SIM card into a new IPhone XR I had purchased up front and it’s not working. It says that the SIM cars is not supported.

The store that the Public Mobile sim card cannot help to carrier unlock a device. Even if they were willing to assist, Apple device unlocking is done on a remote server with a database that tells the phone which carriers are allowed to be used on the device. In additional, it is the original carrier that a device is locked to that would need to be contacted.

Welcome to PM @Lauratremblay04 did you buy your phone from your previuos provider? It sounds like its locked to them. Contact them to unlock it for you. Stay safe
You can also try to sync to iTunes
1. Insert new working SIM - do not turn phone on (if SIM is already in, turn off)
2. Connect to computer with USB cable.
3. Start iTunes if it doesn't auto run
4. iPhone will switch on. Wait until iTunes registers it and checks for updates
5. Install the carrier profile update (if offered, if not, go to step 6)
6. Disconnect and restart. From @luddite.
