My account is locked out and unable to recover the password using email.

How was your account locked? If it's a session lock on the self service site, it will let you atttempt what you were doing in an hour.
If you've forgotten your password, make sure your using the correct email address and try again in an hour. If you have a number of email addresses, just look for the one where you received your Welcome email.

@racoon Did you check your junk folder? Sometimes when the system is slow the email gets delayed to go out. If it's still an issue contact the moderator.
To contact Public Mobile click here. The link sends you to the private message function and adds the moderator team as recipient for a private message. You just have to enter a title and text in the body of the message describing the problem and post. The message will be received by the moderator team and they will respond to it. You will receive the response in your private message inbox.
Moderators are available: M-F from 8 AM to midnight Eastern time and S-S from 8 AM to 10 PM Eastern time.

Did you not receive an email when you clicked Forgot Password? Did you check your spam folder? Try it again from a different browser or incognito window?
