PM does not actively block any app
likely you have either enabled Data Saver, which block the use the data on some app
or Wechat is not enabled for Mobile Data. You have to check the App Info and then check app permissoin
or in WeChat settings itself, you have enable a settings to not download media when using mobile data, ie, only use Wifi for media download
