I see screen shots of other people with other plans who show $0 for loyalty and $0 for referral but mine is completely missing from "my rewards". Is this just some mistake or is $10 plan not eligible ?

I activated on the $10 plan on Sept 11 using a referal and autopay. I received the $25 promo referal credit and my account was credited $2 for autopay too. My current balance is $27 so I would say everything worked as it should have for me. I hope you get your issue resolved.

Community Rewards are reviewed between the 1st and 6th of every month, and applied to your account after the review period on your payment due date. If your payment due date is during the review period, your Rewards will be applied on your next payment due date

Probably no need to worry about them not showing, my account didn’t even show: ‘community rewards $0’ at first. If you dig a bit, you can find the picture of rewards earned to date, and some of those won’t show up until the next period (30 or 90). Of course, if you know you should have referral amounts etc, showing, and they are nowhere to be seen, you might have a problem.

$10 plans are eligible for rewards. The only plans not eligible for rewards are Pioneer/Legacy plans, and 10-day plans, from back when PM used to offer those.
A plan is either eligible for all four types of rewards or it isn't eligible for any of them. As you can see in your screenshot, your plan is earning the autopay reward.
The absence of the loyalty and referral reward categories in your account is just one of PM's account display quirks. What's important is, when you actually earn those rewards, they should appear at that time. And if it doesn't appear, then it would be time to contact mods.
