its been 3 weeks im trying to change my phone number and the message i receive its always the same: phone number change failed...my account is active...please help me...

hey guys, after you used your data limit publicmobile it shuts your data off?? or it keeps going at lower speed?? if not they charge you for going over the data limit?? please let me know guys...thank you...
