Sorry, just figure out I made a silly mistake. It turns out I did not turn on Mobile Data of the phone. It was hidden in Data Use setting.

 These are the APN setting screenshots.I just got this phone from the mobile shop with koodoo plan. And I try to switch to my public mobile sim card, which has data plan, to the new phone.
