Invalid SIM card

While I inserted SIM card into my Samsung Galaxy J3 cell phone, there is a message on the screen says "Invalid SIM card. Network locked SIM card inserted ".

I bought this cell phone from Costco before 2017 and used it with Roger's. When I bought itit was unlocked.
