SMS picture messages not coming through

SMS picture messages are not appearing or coming through several hours later. this happened when I switched plans from the $120 90 day play to the $40 3G plan. has anyone on the 3G plan had this issue?

iPhone 11.ive rebooted my phone. Data works fine. MMS come through sometimes 5 hours later. What are the APN settings ?
