Hi I am not receiving text messages. Text message is off and on, sometimes it works and then it stop working. Please help.

I am sending traditional SMS and that is working but incoming text is not working. I have android phone and using Messages App for SMS.

I already have 15 dollar plan. In order to get unlimited incoming, i switched plan yesterday but it is still showing the old plan. Can anyone help.
