SIM Network unlock Pin Y6 SCL-L04

My Huawei Y6 SCL-L04 asks for a "SIM Network unlock Pin" when inserted it with my new PM sim. I was on Fido network before without any contract. Does this mean that my phone needs to be unlocked. Thanks in advace!
