Go to your setting in the cellular tab (if iphone) and there should be a toggle switch to enable it.

I would report the number to your local authorities and monitor your credit, bank account and email to make sure nothing else has been taken.

I always get a message when it begins roaming, in your app you should be able to review the current plan you have!
