Does it change my plan?

I got below message. Does it change my plan to current $18 plan (see below) or just increase the price with no other change to my plan.

Question about reward point

My plan is $35, I can got $2 (auto pay) + $3 (stay 3 years) = $5 discount under old policy. Now I only can get $35 * 5% = 1.75 Point, am I correct?
