I am willing to lose the grandfathered plan and pay more for the $15 plan, why am I not able to upgrade?

Yes, I noticed it on their website for new activations only, but it's not available if I want to change my subscription/plan.

I'm on the grandfathered $10 now $13 plan, and I can't even change to the new $15 plan??
