The best times to change plans are around black Friday, Xmas, boxing day etc. Periodically check in between and sometimes they do have better plans for current subscribers. But mostly its all new ones
I went through the same thing. Pin wasnt printed as readable and the store said call public public says its the store. By the time i got anywhere with it the 90 days had expired
