One issue From fido to Public

I just switched from fido to public. My iPhone have network signal and can make calls and receive messages, but I cannot receive messages or receive calls. eSIM card. How to fix it? Thanks.

How to turn off the pre-authorized payments? I never activated PM successfully. But I have charged two times.
