Do I lose all royaty discount and auto pay incentives and pay full original monthly fee after moving to the new points program?

Hello, Is the plan 40GB for $34.00 for new customer only? I would like to switch to this plan.Thank you.  

When I logged in my account, why I got a warning message " your services are on hold subscription expiration date : Dec 02, 2023. " My last billing cycle is Nov 02 to Dec 02. I did not owe any money.
