My phone died. I ordered a new sim card and put it in an old  phone but I still can't call out receive calls or texts. What have I done wrong?

I took my sim card out of my dying phone. I have a public mobile account and cell #. Put it in another phone that I had my previous provider unlock(it has bars of service) but I still have no network connection. Ideas?Denise
