Try to change to another plan on renewal first, and see if $34 40gb plan shows up or not.There is also a new $29 10GB plan, if that is enough data for you, you can also switch to that plan.
I was able to see it $29 10GB plan in my profile (I am based in Ontario), but I wasn't able to change it because the web app kept crashing. Hopefully the plan stays once the web app is stabilized.
