Cellular options blank

Turned off my phone during a visit to US and now that I’m back in Canada I can’t connect to cellular. Nor do I have any cellular options (options blank). Wifi works but cellular doesn’t connect to server

The options on my iPhone 6 Plus are: • reset all settings (tried this)• erase all content and settings (haven’t tried)• reset network settings (tried)
