Need to activate new sim card before activation of account

We lost the phone with brand new Public sim card before we were able to activate the online qccount. How can I migrate a new purchased sim card unto the plan without being able to activate the online account?

Many thx. That what I did. I already have a new sim card. Just need to swap my lost sim card with the new one in order to keep my plan.
