I am trying to figure out how to forward to a VOIP service only when my public mobile phone doesn't have service? My phone has spotty service at my house so my only options are this or possibly a signal booster.

There are maybe 5 of us with public mobile. Some have Samsung phones too and we can only call out while we are outside, not in the house. What booster would you recommend.
