Sim cards never showed up

My dad ordered a couple of sim cards last week to get set up on the fall promo and they never showed up. Is there any way to activate the plan without sim card or with a dummy sim card number and then do a switch later?

Same thing on my Oneplus 3T. Updated to Oxygen OS4 (aka Nougat) and lost my apn settings. Re-entered them and all good now. Bit of a pain.
