I think the holiday 2GB data is an "add-on", which are independent of your mobile plans. Any add-on would continue to roll-over even if you switch plans, so I think that explains why the holiday 2GB still rolls over when you downgrade your plan!
Just as a reference point, I ordered on Dec.1 and received after just 2 days. Located in downtown Toronto.I think your case is worth contacting the customer support, maybe there is indeed something wrong with your order.
