It's my kids phone and he doesn't use it unless i call him to say i will be late to pick him up. i looked in usage history.

It was saying that my plan is not authorized to make long distance calls. 

Same issue here- still have minutes, I've tried adding one in front of the number. It is not just outbound calls it is inbound calls as well.
