What are my options of calling countries that are not on the list..? Any comments..thanks

I orders the SIM and was charged on August 31 as of today Sep 13 I have not received order 73435. I have emailed customer service and no reply. Now I have doubts about Connecting with PM. Can I send the the SIM if I ever get it for a refund
