Usage error - Outgoing Texts

My dad uses the phone and he doesn't text (SMS), yet every day his usage shows 6-8 outgoing texts from his number to Destination # 7723. Does anyone know what that is and how to stop it?

thanks, i disabled a number of app permissions. hopefully it takes care of the issue
