No, you're reading the suggestion part, which wasn't accepted exactly as is. The part below in bold is PM's response and details what they plan to implement, which should be available with any plan. This new referral scheme is not yet in place though...
That's what I assumed it was. The main site just doesn't say that (it only says U.S., no mention of Canada), so it should probably be corrected or clarified.
