I have not been able to use my phone since I have signed up but have paid for it. Have had it with Public mobile. How do I cancel my account?

Have put in sim card but "no service" is displayed beside 3 bar connection. Phone does not work at this point. Solutions????
Have put new SIM card and activated it. But shows no service and cannot use phone or text
