Are you talking about a new account / Public Mobile phone number?
Activate a new Public Mobile SIM here: https://activate.publicmobile.ca/
You cannot have more than one account/phone number under one account.
One unique email per phone number. But you can use the same credit card for as many accounts under autopay as you like.
