All you need to do is download Public Mobile app on the phone and login. For 2FA , click Didn't Receive code and select Send email or Voice Message to get the code via email or voicemail.
After logged in, go to Account -> Purchase Sim card and choose eSIM and buy and install. You will need to pay $5 for the eSIM
