If your old phone was on SIM. You will need to purchase eSIM for $5. It is only free if you are transferring eSIM to eSIM. Not SIM to eSIM.

You need to install the Public Mobile app on your new phone and buy the eSIM. If you add eSIM on your old phone Public Mobile will cancel the $5
