You dont need to reset phone to move to public mobile.
Make sure the phone call and text are working first, if they do work. move on to delete all apn setting, and add the new one and reboot the phone.

- turn off the phone
- remove the sim
- reinsert the sim
- power up the phone
Also check your APN settings carefully.

What phone are they using? Have they tried with a different, unlocked phone?
Rebooting the phone often does the trick. There are also reports that some phones may need a factory reset for data to work.
If the data option isn't visible in their self-serve account (but the charge on their credit card is correct) they need help from a moderator. Information for contacting them is found in the knowledge base.
Good luck!

@crazycolby, sorry to hear your friend is having some issues with data. It has been noted that if people are coming from Freedom they may require a factory reset to access the PM network. What phone does your friend have and have they verified the APN settings. Here is a great site to check that your APN settings are correct https://apn-canada.gishan.net/
