As your credit card actually charged twice? It might not have been.
Public Mobile uses something in accounting called the double entry principle which literally just means that left side equals right side. In your self serve account, there will be one entry for the plan fee, but then the other entry for automatic top up pays for the plan. That doesn't mean that you've paid twice. The automatic top up entry is there to show that money was added to your account and that the plan was paid for.
