Whether all customers are charged a 911 fee or not isn't the matter in question. Your previous post stated "Remember the total of your voucher include all taxes and 911 fee if it applies in your province." A voucher in the amount of $10, $20, $30, or whatever the amount is does not in itself include any applicable 911 fee. For example, if a customer purchases a $20 voucher, yes, the tax gets added and the customer has to pay that at the time voucher purchase, but any applicable 911 fee does not automatically get added. 911 fees are added to the plan fee itsself, meaning that customers that do get charged a 911 fee have to actually purchase a higher voucher amount.

That's not correct. The 911 fee is extra and needs to be added to the required voucher amount. If that is not done, the voucher will be insufficient for any plan renewal.
