I was unable to access the Public US package, which the administrator graciously refunded to my account. I bought a prepaid T-mobile US sim card, worked great, of course with a number change. Can I get the same strong fast service i just experienced, with my number from Public? I'm sceptical because i got stranded last time.

the US add-on and the Canada/US plans do work nicely in US as long as...you might have to manually select either of T-Mobile or AT&T as preferred network. For calling while in US...PM has chosen to only allow volte on a short list of cellphones. You really do need a volte enabled phone for use in US. If you're not on that list, your limited to calling on US 2G network which is more trouble than it's worth. Texting should work regardless. Data will work as long as you have roaming data enabled in your settings.

The reliability or speed of the service of a prepaid sim card should be noted on the terms and conditions of the prepaid card itself.

It will have little bearing on your service with public mobile- however your device may or may not allow certain connections depending on the model / age/build of your device.
