Say I bought a new unlocked Samsung Galaxy S8 through a cell phone provider (there is no unlock code in the box, but the phone is an unlocked phone). From what I understand, Samsung locks to the first sim card you put in it. Say I put my a Public Mobile sim card in first, would it lock to Public Mobile / Telus network? If yes, then how do I unlock it permenantly, do I need to contact the cell phone provider I bought the phone from?
There seems to be a lot of misinforation online.

In regards to contacting Samsung to get an unlock code, I would recommend reaching out to them via an online chat at Samsung.ca. I have done this many times and they are very responsive and can get you your unlock code in minutes. You'll need info about the phone as well as the location where the phone was purchased from and when, and what SIM you inserted a first. From there, it's really a breeze.

Yes, the Samsung S8 will lock itself to the first provider/SIM is inserted to. In this case, it will be locked to Telus/Koodo/Public Mobile, if you insert a Public Mobile SIM. If you want your S8 to be unlocked, you will have to contact the original wireless provider where the phone was purchased from, or through Samsung.

Isn't this dealt with through a network reset function somewhere in the phone settings?

If,it is lock, you can get hold of Samsung,there will unlock it

I'm not sure about locking, but it will download the software profile for the first SIM (i.e Telus).
