You may need to ask the previous carrier if the phone is locked to their network. If so, they can unlock it for you for free. If it is not network locked then you will need to check with a mod on how to get the SIM card to work with your phone.

The default for all Public Mobile sim cards is 1234. If the wrong code is entered too many times, that sim card becomes unusable.
What a modertaor can provide is the PUK code. This code is a backup code that overrides the sim card pin, allowing you to resume using your sim card. To set a new PIN for that sim card, it is done by the customer using the device itself to do it.

The default for public mobile sim is 1234 I have heard 0000 has worked. But do not try to many combinations
If your phone is locked to another network you will need to have it unlocked. Are you sure the phone is not locked to the previous carrier? Where did you get your phone from?
If the phone needs to be unlocked the old carrier you purchased it from may have to send you the unlock code. You can also find unlock software / code online (often for free) depending on the phone.
