You might need to go into settings, select operator/network/carrier as "Public Mobile" or "Automatic".

 @mikehange : Can you check for carrier updates in the about page with wifi on and connected to the internet. Or connect USB to a computer with itunes and check for updates.

@mikehange

your SIM card in another device is working right, so no issue with SIM card network,

i advise you try to do Factory Reset, Hard Reset APPLE iPhone.

@mikehange  - are you putting an activate working SIM into this phone?

Are you SURE the phone is not locked?

Do other SIM cards work in it?

Other troubleshooting, try one or more of the below:

*turn off your phone, leave off for a few minutes, then reboot

*removing your SIM, then reinserting it

*go into airplane mode, then going back to regular mode

*reset network settings on your device

*Check if your phone is blacklisted here: https://www.devicecheck.ca/check-status-device-canada/
