How can I reactivate my account to port , thus I could keep my own number

If the account is inactive/deactivated it cannot be reactivated.

If the account is suspended, a payment for the cheapest plan will suffice (which is covered by us)

To reactivate your PM plan I'd assume you'd just get the cheapest 10 day plan. Or maybe someone with more knowledge could chime in.
