I did this, it suppose to be free. But I got charged 5 and tax for the new esim on the new phone. How do I get the refund?

yes, it is supposed to be free, and yes, you can get ask for reimbursement
Just open ticket with PM using the Orange Chatbot icon on the lower right. Type the question Submit ticket and select Contact Us to get to ticket open screen
